TPO – On February 27, the Government Office announced the conclusions of Prime Minister Pham Minh Chinh at a meeting on investment in construction of the road connecting Gia Binh Airport in Bac Ninh Province with the capital Hanoi, and the development of a logistics center in the Gia Binh Airport area.
Airport must be synchronously completed by 2026 at the latest
The notice states that, in order to ease pressure on Noi Bai Airport, meet development needs and ensure operations of special flights serving Party and State leaders and international diplomatic activities, it is necessary to invest in building an additional dual–use airport that both serves national defense and security and socio-economic development.
Phase 1 of the Gia Binh Airport construction project has already commenced. However, to avoid waste and save time, effort and resources, planning must immediately be adjusted to expand it into a level-4E international airport. Studies will be conducted on building a road connecting Gia Binh Airport with Hanoi, as well as developing a modern, smart logistics zone combined with e-commerce.

Regarding several issues related to project implementation, General Secretary To Lam has agreed in principle. The Prime Minister requested ministries, agencies and localities to urgently carry out their tasks. If any special mechanisms are needed, they must promptly report to the competent authorities for consideration and decision.
The Prime Minister agreed in principle with the policy of studying the expansion of Gia Binh Airport into a level-4E international airport; investing in the construction of a road connecting Gia Binh Airport in Bac Ninh Province with Hanoi; and building a logistics center.
Relevant ministries, agencies and localities are to work closely together, actively speeding up preparation and implementation, striving to complete both the international airport and the connecting road in a synchronous manner no later than 2026.
Land clearance to be completed before June 30
For the road connecting Gia Binh Airport with Hanoi, agencies and localities must continue to study and assess options on a scientific and practical basis in order to select the optimal plan, ensuring that the route is as straight, short, attractive, modern and efficient as possible.
If investment capital is reassigned to Hanoi, the city may be considered as the investor for the entire route, with Bac Ninh and Bac Giang supporting land clearance. The Prime Minister requested Hanoi and Bac Ninh to immediately commence land clearance work and strive to complete it before June 30.
The conclusion notice from the Prime Minister also mentions the composition of the task force: Deputy Prime Minister Tran Hong Ha serves as head; the Chairmen of the Hanoi People’s Committee and Bac Ninh Provincial People’s Committee, along with leaders of the Ministry of Public Security and the Ministry of Transport, serve as deputy heads.
Members include leaders from the Ministry of National Defense; the Government Office; and the Ministries of Construction, Natural Resources and Environment, Agriculture and Rural Development, and Finance. The Ministry of Transport acts as the standing body of the task force.
The task force must report to the Prime Minister on the implementation results before March 15.
